Ms. Elgin-Council is the current Senior Vice President and Chief Marketing Officer for Blue Cross and Blue Shield of Alabama, where she has been employed since 1994. She earned a Bachelor of Arts degree from the University of Alabama and a Masters of Business Administration from the University of Alabama at Birmingham. Ms. Elgin-Council serves on many boards in the community including the United Way of Central Alabama, Alabama School of Cyber Technology and Engineering and The University of Alabama’s President’s Cabinet. She is a past board member of the Alabama Symphony Orchestra, Alys Stephens Center, World Games 2021 Organizing Committee, Birmingham AIDS Outreach, Birmingham Museum of Art and Birmingham Education Foundation. She is an alumnus of Leadership Birmingham and Momentum Leadership.
